Property Rights Property owners would be able to request assistance from law enforcement to immediately removing unauthorized occupants from a residential dwelling under certain conditions. The sheriff could serve a notice to immediately vacate the unauthorized occupant. Property owners or agents can request that the sheriff stand by while the owner or agent takes possession of the property.

Local Government Flag Ban This would ban local government agencies from flying flags that display “a politically partisan, racial, sexual orientation and gender, or political ideology viewpoint”.

Local Business Taxes The bill seeks to repeal local governments’ ability to levy a local business tax.

Sovereign Immunity These would increase the statutory limits on liability for tort claims against the state and its agencies and subdivisions. The current limits for claims are $200,000 per person and $300,000 per incident. The bills would increase the caps to $400,000 per person and $600,000 per incident. The bills require caps to be adjusted annually on July 1st to reflect changes in the regional Consumer Price Index.

Historical Monuments and Memorials The bills would prohibit a local government from removing historical monuments and memorials and relocate a historical monument in certain circumstances.

Panhandling This would prohibit panhandling within 50 feet of specific entities, including: an entrance to or exit from a commercially zoned property; a bus stop or facility; an automatic teller machine or bank entrance; and a parking lot, parking garage, parking meter or parking pay station. It prohibits panhandling within 100 feet of other public spaces including, a child care facility or public school; at a public transit stop or in a public transit vehicle. The bill also prohibits a panhandler from approaching an operator or other occupant of a motor vehicle.
